New Publication Highlights NC Public Health System’s QI Return on Investment

The Center for Public Health Quality, in partnership with NC State University Industrial Extension Service, conducted a return on investment (ROI) and economic impact (EI) analysis to estimate the financial impacts of the local and state QI projects in the NC Public Health Quality Program (NCPHQ). The results, published in the Journal of Public Health Management & Practice, show an average EI of $149,000, and a total EI in excess of $5 million for the 35 projects studied. The average ROI per QI project was $8.56 – in other words, for every $1 invested in their QI projects, participants realized $8.56 in financial benefits for the health departments, programs, and/or their communities.
The NCPHQ program participants included multidisciplinary teams from local and state public health programs. A before-after study design was used for all ROI and EI analyses, spanning a three-year time period. Numerous adaptations were made over the three years of the program to enhance participant’s understanding and application of ROI. Based on the study results, ROI analyses can be effectively applied in public health settings and have significant potential for financial return.
